Financial Help for Replacing Lead Pipes

Lead water pipes pose a danger to DC residents, as lead-contaminated water can have major health impacts, especially in growing children. Lead pipes are common in older homes. Unfortunately, replacing supply pipes can be costly. A new program, rolled out in October, offers financial assistance to homeowners, which can help defray between 50-100% of the cost of replacement. While the initial amount allocated is limited, D.C. lawmakers could add additional funding in the future.

The program and award amounts are based on household size, income, and the estimated costs of replacing the pipes.

The program is being administered by the Department of Energy and Environment. For smaller awards of up to $2,500 (or up to 50% of the project cost), there is no income limit. However, for D.C. residents 80-100% of the project costs are subject to a maximum household income of $121,300.

D.C. has been steadily replacing lead water mains since 2003. However, lead pipes that are directly beneath private properties cannot be reached through the standard municipal replacement. In some cases, there may be less than a foot of lead pipe, as the pipes inside the home may have been replaced in earlier renovations. Homeowners are responsible for replacing lead pipe on their property. It’s anticipated that approximately 12,000 homes could qualify for this assistance.

In order to qualify for the monetary assistance, you will need to provide the following:

  • Quote from a contractor (including the length of pipe, the pipe material, and a picture of the point of entry)
  • Copy of the most recent DC Water bill for the household
  • Copy of photo ID of property owner
  • Proof of ownership (deed, title, mortgage statement)
  • Proof of income – include each working member of the household (only required if you are applying for the income-based assistance)
